  • Researcher, having developed an effective method of super learning applied in any field of knowledge called «Caller method», which demonstrates its great effectiveness in the centers «CLC Caller Language Center and Caller Colegio Internacional de Súper Aprendizaje”.
  • Writer, having published six books to date: «Simple German for Spanish speakers: a fast and effective learning method», «The Suggestopedia: a powerful teaching and learning method», «Germany and European Union – Truths and non-appearances”, “Callertopedia One – Super method of learning English», «Callertopedia Un – Super method of learning French, «Callertopedia Eins – Super method of learning German», currently finishing three books: «Callertopedia Huk – Super Quechua learning method”, “Callertopedia Um – Super Portuguese learning method” and “Callertopedia uno – Super Spanish Learning Method for Foreigners”.

IDEAS OF PPP - PATRIOTIC PARTY OF PERU

The PPP – Patriotic Party of Peru, is made up of patriotic citizens committed to solving the political crisis of our country, the corruption of public institutions, the poor representation of political power by bad compatriots, and above all the lack of legitimacy of a large majority. political representatives of the Three Powers of the State.

We are Patriots who seek the permanent improvement of the living conditions of all Peruvians, working actively for the strengthening and growth of the country, for the solutions of the needs of our population and above all for a true National Development through real work and synergy between the various social, private and political actors, thus making it possible to achieve an effective system of governance through the application of adequate and objective public policies, which must comply with the requirements of the New Agenda Policies, that is, to say apply policies that are sustainable over time, consistent and responsible towards current and future generations, with concern for the environment. These policies  give priority to the generation of social well-being and the protection of children, the future of our Nation, to the elderly because thanks to them the destiny of our country was forged and to women because it is thanks to them that we exist.

GUIDING PRINCIPLES

  1. Demonstration of patriotism will be the basis of all our guiding principles, in which “Loving the fatherland is the cornerstone”, “Working for the fatherland is fundamental” and “Giving your life for the fatherland will be an honor”.
  2. Permanent application of meritocracy, giving to those who deserve it what corresponds to them, in compensation for their efforts, dedication and work.
  3. Respect for public institutions throughout the state structure, which will be led by professionals with real knowledge and experience of the sector for which they are responsible in order to achieve effective management.
  4. Approach to the application of public policies based on pillars of multisectoral action (PAM), and on the Fundamental Pillars of Action (PAF) that generate a strong impact, moving to a measurement of the achievement of objectives with impact indicators and no longer with result indicators.
  5. Application of public policies with a real emphasis on interculturality, being faithful guardians of great wealth and intercultural potential, the fruit of a historical process of fusion of all blood lines which constitutes a national pride.
  6. Unrestricted respect for human rights and fundamental freedoms for all, as well as respect for constitutional laws and the fundamental duties of citizenship, rejecting and condemning discrimination based on race and creed in the process of interaction of human relations..
  7. Resolute defense of the sovereignty of the Peruvian State, not having to submit the powers of the State to the interests of national or international organizations, harmonious and respectful maintenance of relations and treaties with the International Community in the search and guarantee of the Common Good.
  8. Consistent and timely action, what is said, what is thought and what is felt is done at all times, especially when the homeland requires it.
  9. Loyalty in all our actions towards the Fatherland, refusing any particular interest disguised as an intention of genuine loyalty.

GOALS

We will work harmoniously and mainly focused on the pillars of multisectoral action and on FIVE (5) Fundamental Pillars of Action which are: “Education, Health and Nutrition, Work and Productivity, internal and external security; and fight against corruption”.

The proposals presented in the Government Plan will have a direct impact on the 5 pillars

of Fundamental Action, which are the basis of the work that will be carried out in the service of all Peruvians. This “DOES NOT MEAN” that the other sectors will not be taken into account, it means that the public policies applied in all the pillars of fundamental action will be preferentially promoted as a commitment of our party that will impact all Sectors, in all regions, and in all Public Establishments:

EDUCATION

  1. Quality educational revolution through the application at different levels of teaching of real and effective methodologies of super learning, considering in this system learning the Quechua language, revaluing our culture, the language English and alternatively a third language such as French, German, Chinese or Russian, converting Peru into a world reference..
  2. Promote the decentralization of national universities and high-level technological institutes, a seat of the National University of Engineering, the National University of San Marcos and the National Agrarian University must be present in each of the 25 regions of the Peru.
  3. Promote the dissemination of our ancestral Quechua language, promoting the education of the cultural and ancestral wealth of the Inca Empire.
  4. Promote the creation of an Institution of ministerial or vice-ministerial rank which encourages throughout the country in a determined manner with an adequate and reasonable budget the practice and the professionalization of National Sports and parasports, in different disciplines, modalities and categories, making the great system of sports infrastructures built on the occasion of the XVIII Pan American Games of Lima-2019 work, promoting competitions at local, regional, national level and internationally «education must go hand in hand with sport like a twin brother», so that the formation of the student, especially at the school, technical and university level, is complete, diverting him from the practice of bad habits to the detriment of health and society.
  5. Transformation of the National Planning Center (CEPLAN) into a national body of ministerial or general management level headed by civil servants highly specialized in strategic operational planning, thus becoming the main consultative and consultative body of all central governments, as well as regional and local authorities in turn, with a view to achieving the strategic objectives of interest defined in the medium and long term by the various levels of government to achieve development and growth supported.
  6. Reformulation of the current military recruitment system, in a modern way promoting a national enlistment system, which allows military personnel at the end of their compulsory service to enter public and private universities, as well as institutes of technology financed by the State according to the achievements and the merits obtained, reflected in a system of credits or individual notation of the personnel (priority of entry).

HEALTH AND NUTRITION

  1. Frontal fight against malnutrition in children and young people, promoting and rewarding projects with a strong social impact and encouraging the consumption of fish and all the riches of the Sea of Grau.
  2. Strengthening of the current state health system, prioritization of the budget at the national level until a level of health and response is reached to deal with the unforeseen events that endanger the lives of the Peruvian population.

 

WORK AND PRODUCTIVITY

  1. Promotion of the meritocratic principle, respecting the rights of individuals and/or public officials who, by their own merits and not those of third parties, have achieved the objectives or established to achieve the expected impact indicators.
  2. State regulation of the acquisition of productive land by foreign capital, defining limits of concessions and strict temporal norms of usufruct, The State must be the absolute and eternal owner of the land it owns, generating the good -being of the Peruvian population.
  3. Industrialize Peru in all productive sectors and in all regions, moving from the status of exporter of raw materials to exporters of value-added products.
  4. Creation of a national airline, guaranteeing fair prices in national and international air transport, without affecting its sustainability.
  5. Creation of a national railway system for passengers and freight throughout Peru, contributing to territorial integration, especially in our Amazon and central Sierra, shortening times and distances, avoiding corporate abuses that concertedly manipulate ticket and freight prices to the detriment of the user.
  6. Creation of a merchant fleet under the national flag, allowing active participation in maritime and river cabotage activities, preventing the generation of a foreign commercial monopoly and the exploitation of the great potential of Peru due to its strategic position facing to Asia and the Atlantic through the Amazon River.
  7. Creation of a fishing fleet under the national flag, which prioritizes the resource for direct human consumption and whose administration adequately negotiates with the private company a fair price for the sale of the percentage of fishing intended for human consumption and so that the significant profits generated are reflected in the development of communities, ports and fishing terminals.
  8. Promote the creative industry and that based on the blue economy, promoting sustainable development, environmental protection and good use of our natural resources, and promoting the great creative capacity of thousands of Peruvians in all sectors so far forgotten by the State.
  9. Limit, except for reasons of national or health emergency, the importation of products existing in abundance on the national territory, which generates unnecessary expenses for the State.
  10. Homologation of salaries in all state institutions, eliminating the inconsistent and notorious salary differences at the intersectoral level between civil servants and employees corresponding to the same level in the hierarchical structure of a public state entity, at the exception of the personnel of the Armed Forces, the National Police, and of the Health sector, considering the on-duty constraints and the risk of death.
  11. Effective control of extraction and exploitation activities in the productive sectors of the national economy, the State having to guarantee social, legal and political stability.
  12. Establishment of the MYPE Credit, for the objective and real benefit of micro and small enterprises, promoting the formalization of informal entrepreneurs at the national level, providing up to 2% of the national budget per year, equivalent to 4,000 million soles each year..
  13. Regulation of interest applied by financial institutions, in order to avoid abuses that go against all Peruvians and especially the creation of a business, and which will allow the proportional payment of interest and capital and not of interest first and capital last.
  14. Abolition of the modality of CAS contracts in the public administration, reinforcing the SERVIR law (civil service).
  15. Establishment of a system of sanctions in the event of non-compliance with the limit on the number of absences from parliamentary sessions by members of the Congress of the Republic, ensuring compliance with the Principle of Representation vis-à-vis their constituents, as well as on the vote by abstention, because the members of Congress must have a clear position in favor or against.
  16. Technical and professional continuity of armed forces and PNP personnel in the Public Administration, allowing their reintegration and the use of the knowledge acquired during their retirement for renewal or at their request, except when they have left from the institution for disciplinary reasons including desertion, thus valuing a sense of duty for having risked their lives by serving in areas of conflict against terrorism, drug trafficking and illegal mining, or by having participated directly and operationally in a situation of tension against national sovereignty.
  17. Promote the activity of river traffic in the Peruvian Amazon, exploiting the potential of ecological tourism and favoring the growth of the main Amazonian cities as nuclei of development and projection of economic integration in a South American Amazon environment.

INTERNAL AND EXTERNAL SECURITY

  1. Application of the death penalty, against those who regularly commit criminal acts duly condemned for cold-blooded murder, acts that have been totally rejected by society and fight for its sustainability as such against the criminal and inhuman scourge who has no place there, and who today has exceeded the limits of tolerance of the vast majority of Peruvians..
  2. Denunciation by Peru of the American Convention on Human Rights», also known as the «Pact of San José», in order to avoid a probable bias in favor of those who have done great harm to the country and its society as a Nation, affecting the sovereign exercise of the exercise of justice in Peru.
  3. Reform of criminal justice codes, with the aim that the application of justice is proportional and fair in relation to the crime committed, with rapid procedures, favoring the protection of the person within a safe society and respect human rights.
  4. Transform prison conditions by converting Penitentiary Centers into high production centers, eliminating the current overcrowding through modern and productive infrastructures as an effective resocialization treatment for the benefit of the State and Peruvian society.
  5. Joint work and cooperation between the National Police of Peru and the Armed Forces, in the fight against organized crime, drug trafficking, illegal mining, smuggling, human trafficking, damage to the environment and strong contribution to national development.
  6. Creation of development poles concentrated in strategic cities on the border, making the term «Living Borders» a reality and not a dead letter, as it is today..
  7. compliant and timely completion of the renovation of the logistical equipment required by the Armed Forces and PNP, which will obey strategic operational and administrative planning in order to comply with the constitutional mandate assigned to the defense of national sovereignty and support to the socio-economic development of the country in times of peace and national emergency, as well as the protection of democracy against organizations that promote ideas about the destruction of the social order duly constituted and elected by all Peruvians, becoming a latent threat, as well as complying with the constitutional mandate to ensure internal order..

FIGHT AGAINST CORRUPTION

  1. Establishment of a just and democratic Republic, through the application of the Guiding Principles of the PPP – Patriotic Party of Peru, guaranteeing equal opportunities and building a prosperous future for generations, protecting first and foremost children , people with disabilities, the elderly and the Peruvian woman, victim of denounced femicide and inequity in their own growth and development.
  2. Imprescriptibly of crimes, no reduction of sentences for serious offenses on the criminal ground, thus preventing the evasion of justice.
  3. Elimination of tolls administered by companies and private interests, avoiding the additional costs that result from them and to the detriment of road users who are part of the national road network.
  4. Absolute respect and seriousness in the appointment of those responsible for the management of public institutions, who will demonstrate the skills necessary for the effective exercise of their functions through the creation of a selective and transparent competition system.
  5. Prohibition to contract with officials who are the subject of administrative and criminal proceedings for acts of corruption, who have also been excluded from any public institution.
  6. Use of polygraph equipment, which will confirm the veracity of the affidavits of Officials who will perform high-level public functions as well as Candidates for the Presidency, Congress, Regions and Town Halls.
  7. Toxicological evaluation in the public sector on a regular basis, especially in institutions responsible for combating drug trafficking.
  8. Advance the country’s integration into the International Commission against Impunity, promoting high management capacity in the Public Administration, through real control and the establishment of exemplary sanctions, with coverage of the International community.

VISION

The Patriotic Party of Peru, will obtain that the State participates directly in the promotion of the Processes of Production of Goods and Generation of Services in the most sensitive Strategic Sectors and of great interest for the Fatherland, with its own approach and not that of the centuries past, it will promote the joint actions of  world-class national and international private enterprises, so that they take charge of direct operations through their investments and not the State, ensuring that the State participate more in the social actions , and not be a mere spectator who receives taxes on the billions of soles generated each year. This will prevent existing abuses in certain sectors and above all, it will guarantee private companies’ social stability, legal stability and political stability. With this patriotic model, we will quickly create our first merchant fleet, the fishing fleet, the airline and our rail transport system under the national flag.

The Patriotic Party of Peru believes, respects and bases its actions on the FAMILY, as a natural and fundamental institution of society, as well as the protection, in particular, of the child, the adolescent, the mother and the elderly in a situation of abandonment, as provided for in Article 4 of the Political Constitution of Peru, recognized as the social contract.

The Patriotic Party of Peru will achieve the positioning of the country on the regional and global scene thanks to its sustained development, the product of the application of efficient and effective Public Policies, with a new approach, centered on the Peruvian citizen, on the people as that true Holder of the Constituent Power of the Republic, where the three Powers of the State which are the Constituted Powers, must guarantee the common good as the right of all.

Its activities will be oriented to demonstrate that beyond the great potential of the country’s resources and the need for an adequate budget, it is more important that the Patriots who will lead Peru have the appropriate knowledge and experience in the productive sectors and in the different regions, and above all, that they have a great will to serve with patriotism the neighbor and the beloved fatherland.

MESSAGE TO THE PATRIOTS

The Patriotic Party of Peru will change the applied concepts and archaic actions, moving from the hitherto known use of Inca philosophy, of «Ama Sua – Don’t be a thief», «Ama Llulla – Don’t be a liar and “Ama Quella – Don’t be lazy”, to the Philosophy of Positive Thinking and the Collective consciousness applied by them, but hidden for a long time as «Allinta Munay – Will you well», «Allinta Yachay – Learn well» and «Allinta Ruway – Do it well».
